Arrangement With Germany Is Commercial. Press Association—Copyright. Received 11 a.m. London, Jan. 28. The diplomatic correspondent of the Manchester Guardian says that the Portuguese Government has assured the British Government that its arrangement with Germany is purely commercial and without any political significance. There is no question of Germany obtaining a foothold in Portuguese Africa. The Berlin correspondent of the Times says that the arrangement does not affect Portuguese sovereignty over the properties to be exploited.
