Asserting that the language in which the champions of sovereign rights for the Canadian provinces advanced their claims was so like that heard in favour of the States’ rights in the United States on the eve of the civil war the Conservative leader, Mr. R. B. Bennett, urged the holding of a constitutional convention to consist of members of all parties of all Canadian legislatures. It is believed Mr. Bennett had in mind the Ontario Government's repudiation of the power contracts of private Quebec companies, The financial plight of the Prairie provinces, debt repudiations and threats of repudiations and the wrecking by thq Canadian courts of Mr. Bennett’s social security and controlled marketing legislation. Mr. Mackenzie King admitted he would name a Royal Qpmmission to investigate the financial results of the clash between the jurisdiction of the Dominion and the provinces but he urged delay in the holding of a convention to give the* public and Parliament more opportunity to discuss the matter.
