NECESSARY POWERS. KING'S REQUEST. House Of Commons To Consider Message. Press Association—Copyright. London. January 26. Mr Stanley. Baldwin, the Prime Minister, will present in the House of Commons this afternoon a. message signed by the King with his own hand asking for the passage of legislation to establish a regency to provide for the administration of the Government in the event of the King being overseas or ill or in the event of a, demise of the Crown before the heir to the Throne has reached th,e "age of 18 years.

It is recalled that a Regency Bill was passed when King George V. acceded to the Throne and the Prince of Wales was barely 16 years old. but apart from the question relating to Princess Elizabeth the Bill will clear the ground for an Empire visit the King may wish to make.

A London message received to-day states that the King's message to Parliament asked for the Regency because of the “uncertainty of human life and a deep sense of my duty to my people, it is incumbent on me to recommend you to consider all contingencies.”
