Tlie Emperor has commanded General Ugati, former Governor-General of Korea, to form a Cabinet. This message follows that received yesterday, to the effect that Cabinet tendered its resignation owing to fail urs to agre,e on its atttitude 'toward dissolving the Diet. The Minister of War, General Tarauchi, refused tc compromise. It was believed that the new Prime Minister would be a mililarist, sympathetic to the Army,
