Ordinance Aimed at Speculative Imports. Press Association—Copyright. Received 1.30 p.m. Tokio, Jan. 22. A new ordinance -fixes the exchange at four-pence to the yen, and makes the settlement of import accounts at the discretion of the Minister of Finance. It is aimed solely at speculative imports.
