fr Reference to the examination system was made by the Minister of Education, the Hon. P. Fraser, in an address to the Southland Board of Education this morning, when he contrasted the frequent disparity between the results shown by examinations and the work of the pupil during th© year. “We cannot have the education opportunities of our children based upon the results of examinations/’ he said.
Mr Fraser said the legislation which, as Minister, he had so far introduced had been of relatively minor importance, except one part, that involving the abolition of the proficiency examination. This, he considered, would have a very marked effect on the work of primary schools and would enable teachers to bring
more enthusiasm and originality to the work. The proficiency examin ation had in some respects stultified the enterprise of teachers.
