TWO BATTLESHIPS
U.S.A. Commences Building Vessels

President Roosevelt has ordered the construction ot two battleships to keep pace with "other nations which refused to renew limitation treaties and have begun the construction of 11 capital ships.” The President said he issued, the order with deep regret. He denied that any naval building race was under way.
