U.S.A. LEGISLATION. EMBARGO ARRANGED. Resolution To Be Passed By Senate and Congress. Press Association—-Copyright. Washington, Jan. 5. The chairman of tlhe Senate foreign Relations Committee, Mr Ke'y Pittman, announced to-jday that h& would' introduce to-mor-row a joint resolution prohibiting the shipment of arms and implements of war to Spain., Developments of the plans of Congress for a neutrality resolution were speeded up when it was learned to-night that 18 aeroplanes, 500 engines and enough parts for 250 more were already being loaded on the Spanish steamship Mar Cantabirso in New York harbour, ai\ export license for which had been granted. President Roosevelt, Mr. Pittman, Mr. Mcßeynolds', chairman, of the House of Representatives Foreign Relations Committee, and the actingSecretary for State, Mr. R. W. Moore, held a conference at White House at which it w r as agreed that a resolution authorising the President to place an embargo on all arms shipments to Spain be passed by both Houses, which would suspend the rules on Wednesday, when the matter wotild take ‘ z only a few minutes. It would thus make the resolution effective immediately. Advices from the State Department indicate that it will be impossible to complete loading of the war material before Wednesday afternoon.
