End Of Palos Affair With Spain And Germany. Received 11.30 a.m. London, January 1. The Valencia correspondent of The Times says that it is semi-oflicially stated that the liberation of the Palos minus its Spanish passengers and contraband cargo accords with regular procedure and is not a concession to German insolence. The incident is regarded as closed.
