Irrigation Scheme. The possibility that a major irrigation scheme for the whole of Canterbury would some day be undertaken was contained in a statement made by the Hon R. Semple, Minister for Public. Works, at the opening ceremony of the Levels Plain irrigation scheme. “My department has just finished a survey of the whole of the Canterbury Plains, and 1 personally intend to keep rapping away at the Government until we get a major scheme throughout the whole of Canterbury,” Mr Semple said. After emphasising the value of soil made fertile by irrigation, Mr Semple said that he could visualise the time when the country’s population would be 10,000,000. New Zealand was the “pansy garden” of the Pacific. All the people had to do was to take advantage of the wonderful gifts of the land, and use them for the benefit of mankind.
