The French* Ambassador in a cordial letter to the State Department says that France will be unable to meet the war debt instalment tomorrow but hopes that improvement of conditions in France will permit negotiations leading to payment. He blamed economic conditions for the troubled world situation and for failure to meet the payment. Italy .Hungary, Latvia, Lithuania and Poland have also defaulted. Finland is the only nation to meet £46,000 due of a total of £247,000,000.
