INTERVENTION IN SPAIN.

Important League Meeting Falls Through. Press Association—Copyright. Received Noon To-day. Geneva, December -8. Besides Mr. Eden, neither M. Delbos nor M. Litvinoff will attend the League Council meeting on Thursday. Turkey, Poland and Latvia will be represented only by their 'permanent delegates. Italy and Ecuador will not be represented and the proceedings therefore are likely to be merely formal. It is expected that a committee will be appointed to examine the juridical aspect of Spain’s appeal and report to the Council at its January meeting.
