A White Paper explains that the amending of the Empire Settlement Act. extends over fifteen, years and provides for the annual expenditure not .to exceed a million and a half instead of the previous maximum of three millions, though actually' it never exceeded £1,280,000. The average from 1923 to 1929 was only £BOO.OOO. Tfte average estimated cost, to the Kingdom under the agreed schemes is approximately £ll per assisted migrant. The statements in the Dispatch and the Observer are unofficial and do not affect expectations.
