London, May 19. _ r &ir Eric Geddes,. speaking in the House of Commons, warmly defended tlio policy of building destroyers at the expense of merchantmen. Otherwise the sea, so far as merchantmen' wore concerned, would have been our weakest point, and would have necessitated withdrawing men from the Army. The Government's action enabled the"transport of American troop?. The submarine .sinkings' created ono of the gravest situations of .the war. The Government did the right tiling in establishing, national shipyards. It would have been guilty of criminal neglect if it had not ma do every effort to'Vanply ships.
