It is quite evident that the future advancement of this province must arise principally from its mineral resources. ' Several years have elapsed since gold was first discovered at ColKngwood, and every year since has added a knowledge of fresh sources of wealth, until ifc ; becomes evident that the province is full of the Jjjiterial elements of great prosperity. ■ I confess I am both surprised and astonished at tho very small degree]of good that has hitherto accrued t& the province from'the vast resources I know it to contain; and whe».l reflect on the apathy shown both by the Provincial Council and the Executive, as evinced in the session just closed, I arrive at what appears to me to be the only'mat conclusion—that up torthia time you Lave been directed by men unequal to the circumstances andine times; men who neither know ; what oughts-be done or how to do it. : I do not take the present step hastily or unadvisedly. For some time past I have been solicited to do so, and , received voluntary offers of support; and, after maturely considering the subject, I am inclined to" corn, ply with the suggestion, because I see no hope op possibility of* change of measures without a chapgo I have now lived long enough in Nelson to be well known to the electors of the province, and 1 belieye it' is generally accorded to me that I take a lively interest in all that concerns its material progress arid welfare. As to my qualification to the gap already • made, it does not become me to assume, yetlmay be I permitted to say I have passed the long period of forty years in those particular pursuits, the management of which are the particular requirements to the advancement of the province to a high degree of prosperity, * and I look forward to the result of the day of election = for the confirmation of this belief; and, should I at--,. ; tain to the honorable position I aepire to, my best «nr , ergies shall be taxed to bring about a beneficial, change in the present state of stagnation. . .
