To the Electors of the Province of Welson. p ENTLEMEN—The period is now fast -^ advancing when you will ba called upon to exercise your privileges in the choice of a Superintendent and a Provincial Council. A variety of causes and reasons have conduced to the determination on ray own part to offer myself as a candidate for the office of Superintendent. It is quite evidential die future advancement of this province must arise principally from its mineral resources. Several years have elapsed since gold was first discovered at Coliingwood, and every year since has added a knowledge of fresh sources of wealth, until it becomes evident that the province is full of the material elements of great prosperity. I confess 1 am both surprised and astonished at the very small degree of good'that has hitherto accrued to the province from the vast resources I know it to contain ; and when I reflect on the apathy shown botli by the Provincial Gouneil and the Executive, as evinced in the sossionjust closed, I arrive at what appeal's to mo to be the on:y just conclusion—that up to this ! time,you have been directed by men unequal to the J circumstances and the times; men who neither know • what ought to be done or how to do it. I Jtio not take the present step hastily or unadvisedly. For some time past I have been solicited to do so, and { received voluntary offers of support; and, after maI turelv considering the subject, I am inclined to comply with the suggestion, because 1 see no hope or possibility of a change of measures without a change ofmen. I have now lived long enough in Nelson to be well known to the electors of the province, and 1 believe it is generally accorded to me that I take a lively interest in all that concerns its material progress and welfare. As to my qualification to fill the gap already made, it does not become me to assume, yet I may be permitted to say I have passed the long period of forty years in those particular pursuits, the nitiungetnent of Which ara the particular requirements to the advancement of the province to a high degree of prosperity, and I look forward to the result of the day of election for the confirmation of this belief; and, should I attain to the honorable position I aspire to, my best energies shall be taxed to bring about a beneficial change in the present state of stagnation. I look upon it as unwise, and therefore improper, in a candidate for any office t" load his pretension with promise?, and therefore only add that it would bo my constant study to promote the interests of all classes, mercantile, agricultural, and mineral, without partiality or prejudice, and that I adopt as my motto. M. RICHMOND, Lieutenant-Colonel Commanding. Sections Nos. 7 and 8 of " The Militia Act Amendment Act, 18(50," are published for general information :— "VII. Sections 11, 12, 13, and U oi' the said Militia Act are hereby repealed, and in lieu thereof, bo it enacted that— " The senior officer of evmy battalion or company, or any other commissioned officer appointed by him, shall enrol all the men liable to servo therein ; and any man who shall not, within three months after his becoming liable to serve, <r\ve in his name, age, and place of residence, to such officer, in order to bo enrolled, shall forfeit any sum not exceeding £5. " VIII. Any man liable to serve or actually serving, who may desire to remove without the limits of the' division in which he resides, shall have the liberty of so removing^ provided that he shall within one month thereafter, give in his name, age, and place of residence to the enrolling officer of the division into which he shall have removed, for the purpose of being enrolled therein, and, in default of his so doing, 'shall forfeit any sum not exceeding £5 " Welson Militia Regulations. By viitue and in exercise of the authority in me vested by the Militia Act, 1858, and the Militia Act Amendment Act, 1860, I, Thomas Gore Browne, Governor of the Colony of New Zealand, do hereby make and issue the following orders for the regulation of the Nelson Ucgiment of Militia .-— The Nelson Regiment of Militia shall be divided into two Battalions. The Ist Battalion Division shall comprise the Town of Nelson, Suburban North, and Suburban South, bounded as follows :— South—By the stream at Stoke (Suburban-south), and a straight line continued in the same direction from its source to the boundary Hue of the Province of Marlborough. East—By the Province of Marlborough to Mount Duppa (Suburban-north). North—By a stream, from Mount Dttpoa falling into Blind Bay. West—By the waters of Blind Bay. The 2nd Battalion Division shall include Waimeaeast, Waiinea■south, Waimen-wo.st, Moutere, and Motueka, having the following boundaries :— North-By the waters of Blind Bay, the stream at Stoke (Suburl.'iin-south), and a line continued in the name direction from its source to the boundary of the Marlborough Province. East—By a line thence to the head of Qur.il valley. South and Wist—By a lino thence to Fo:i-hill, thence to the junction of the Wang.ipeka, with the Motueka river, {hence to (lie head oef the Riwaka, and down tint river to tlie sea. The Militiamen resident in each Battalion Division shall be divided into three classes. The first; class shall consist ofall unmarried men, and nil widowers without children, between the ages of sixteen years and forty years, both inclusive, who shall be called the first class service men. The second class shall consist of all married men, and widowers with children, between the same ages, who shall be called second class .seivica men ; and the third class shall consist of all men between the ages of forty years and fifty-five years, who shall be called the reserve men. The men of each class shall be formed by the senior officer of the regiment into companies, he having regard in such formation to secure, as far as possible, contiguity of residence of the men in each company.
