Mr. Kelling seconded. Carried. . r superintendent's address. Mr. Wells moved the adoption of the report of the Select Committee on the' Superintendents address. - Mr, Parker seconded. Carried: j Dr. Monro referred to the insipidity of the reply ; !to the adJress, which went more fully into par--I ticulars than any previous. The honorable member then reviewed certain paragraphs in it, drawing deductions of an unfavourable kind. He referred to the customs receipts as being less during the past year by £2,000. The separation of the Wairau '. was also dilated upon, and was considered by the honorable member as only a just and 'proper event' that would be an advantage to Nelson rather than, otherwise. He congratulated the province upon' the improved roads southward. The suggestion' in the address with respect 'to licensing carts*had been made previously by Mr. Curtis, who was told at that time that the Government had no intention of moving in the matter. The mention of a sum for the purpose of encouraging rifle practice* was a thing that would most likely meet every attention from the Council,-though when a meeting was first called respecting it, neither the Superintendent nor any of the Executive attended. The Provincial Secretary acknowledged theability displayed in the preceding • honourable member's speech, but it had fallen harmlessly; he agreed, however, that the item of printing was too great, but the proposal to publish in a newspaper" instead of a' Gazette would be a much more expensive system, as they would ba charged as advertisements. Messrs. Parker, Kelling, Horn, and M'Rae spoke on the question. The report vyas then adopted. Mr. Wells moved that a copy of the report be sent to the Superintendent. NELSON HOSPITAL. Mr. Horn moved for " a return of the number of cases treated at the Nelson Hospital for the yean 1856,1857, 1858, and 1859, respectively. Also, the number of cases treated at tlie Lunatic Asylum for the year 1859. Mr. Sisimonds seconded. Carried. AMURI WRIT. • . J Dr. Monro asked the Provincial Secretary " whether the writ for the Amuri has yet been returned, and what the circumstances are which have led to the delay in the.return of the writ, and to this Council mccii ig \vi<hout any representative fo.r the Amuri being present." He said it rppeared that the Government, if left to itself, would disfranchise any district, if steps were not taken to issue writs. The Provincial Sfcretary said that'the question related to the New Provinces Act, by which it was requisite that the road should be. made before the writ could be returned.; this, from letters produced, proved to have been done, and steps would be taken to hasten the matter. EDUCATION RATE. Mr. Parker moved that "his Honour the Superintendent be requested to furnish this Council with a return of the names and' amount paid by each .person in the separate districts for the education rate during the last year." Mr. Baigent seconded. Carried. COMPENSATION Mr. HonN moved for '• copies of any correspondence that may have taken place between the Provincial and General Governments on" the Compensation Bill disallowed by the Governor. ■ Mr. Parker seconded. Carried. POLLING PLACES. Mr. Hewetson moved for " copies of any correspondence which has taken place between the General and Provincial Governments on the subject of polling places, within the last twelve months. .
