The Mails to be delivered at the Post Office, Nelson (unless prevented by floods on the river), by 11 o'clock, a.m., and to betaken from thence at 2 p.m. The Postmaster General to have the power in Case of nonfulfilment of contract, to forward the malls at the expense of the contractor.
