Analysis of Clause 20. Board to have Charge and Control over Streets, Rivers, &c—-The said Board shall control all rivers, bridges, and the like, and in case the said Board should fail in controlling the rivers as aforesaid, the Board shall provide a large number of other boards, together with piles and a monkey, and shall construct a series of breakwaters, taking care they be placed at such different angles so as effectually to prevent the egress of the fresh water, and so as to cause the wholesale demolition of the banks of the said rivers: Provided always, that nothing herein contained shall interfere with the power or privileges of any mountain torrent rushing unexpectedly with resistless force, sweeping away the said Board or boards, and taking the control completely into its own hands.
