PROROG[?]ON OF COUNCIL.
His Honor thelßTperintendent shortly afterwards arrived, and proceeded to read thfe following ADDRESS.,
Mn. Speaker and Gentlemen op the Provincial Council, — • 1. The duties which have devolved upon you during the present session haying terminated, I have the pleasure of relieving you from further attendance. The numerous and varied measures which have received your" attentive consideration, and occupied a greater amount of time than those of any previous session, will, 1 trust, prove beneficial to this province. . 2. The recent announcement, that her Majesty has disallowed the "Waste Lands Act, 1856," may reasonably create an apprehension that much of the labor in which you have been engaged niay prove of little effect. . I am, however, not without hope that his Excellency the Governor may be advised to give, with the advice of the General Assembly, legal force to those measures which are affected by the disallowance of the act referred to.
3.'1 have given my assent, on behalf of his Excellency the Governor, to the following acts passed by you during the present session, viz.:—The Debentures Act; Education Loan Act; Motupipi Public Reserve Act; Public Reserves Act; Auctioneers' Act; Cattle Branding Act; Dog Nuisance Act; Country Roads Amendment Act; Nelson Improvement Amendment Act; and Appropriation Act. 4. I have reserved for the signification of the Governor's pleasure thereon, the Gold Fields Occupation Act; Dun Mountain Railway Act; Waste Lands Act; and Education Amendment Act-.
5., I have transmitted to his Excellency's Government the draft of the Gold Fields Administration of Justice Bill, with; your resolution and report thereon. . 6. I regret that the period up to which the claims for compensation under the Compensation Act were made receivable by the provisions of that act, should have prevented the preparation by the Commissioners of such a report as would have enabled you to come to a decision upon the subject during the present session. It will be my earnest endeavor to cause this question to be brought to a speedy and satisfactory issue, and to secure for all those to whom compensation is due that justice which has been so long withheld from them. 7. I thank you for the efforts you have made to promote the welfare of the province, and I assure you that in administering the funds placed at my disposal no effort shall be wanting on my part to procure for the public the greatest possible amount of benefit therefrom. 8. I now declare this Council to be prorogued, and it is prorogued accordingly. . J. P. ROBINSON, Superintendent.
