RIGHTS OF WAY IN TOWN PLANNING SCHEME

At the Borough Council meeting on December 21 a letter was received from Mr G. S. Anchor with regard to the right-of-way shown on the Council's Town Plan, giving access from Heuheu Street to the rear of shop properties fronting Tongariro Street. This and other rights of way shown on the plan become effective when the land designated on the plan is taken by the Council to form the rights of way. Meantime it remains the property of the owner but cannot be used for any permanent erection. Mr Anchor's letter stated that at present tenants in his shops were receiving freight from vans which had to cross behind Taupo Properties Ltd. and through Mr W. B. Orr's property to deliver the goods. Vehicles delivering goods were driving very close to a septic tank on this property. Mr Anchor said that if the right of way could be finalised he would be grateful. Councillor Barton said that the matter raised was quite a big business and compensation for the land taken would be the biggest item. Cr Vedder commented that it would be easier to buy the land now than in ten years time. Cr Stanley said the Council was faced with a proposition brought on by the town planning scheme. They had to face up to it. Cr Vedder moved that the matter be left over until next year's estimates were considered and that a survey be made meantime. It was impossible to do it now as they had not got the finance. Cr Currie agreed that a start should be made with a survey and enquiry as to legal requirements. Shopkeepers concerned were having a difficult time and their problem would always be there. Cr Vedder said that the survey should include all service lanes, and that the rights of way in Casson's block would be called for. There would be quite a lot of work and expense entailed. Cr Young seconded the motion, which was carried.
