% The Union of South Africa and the United States have recently signed an educational exchange for the purpose of study, research, and teaching. This is the twenty-fourth such programme entered into by the United States with other countries under the terms of the Fullbright Act, which provides that the value of war-surplus materials left by the United States in other countries can be redeemed by student exchanges.
