The heading of this article is known in the Grammar books as the future infinitive of the verb, "To Be." It can be applied to such matters as the R.'S.A. Hall, and the A.C. Baths. Baths, should be transformed from their present vagueness into things of definite s'hape and substance. / There has been considerable public ^.ontroversy about each of them. In regard to the A. C. Baths, the public were reasonably entitled to assume, from a previous decision by the Town Board namely, that the design for the new bath buildings provided for 8 cubicles — that commencement would not be long delayed. It now appears that more water rnust run under the bridge before that stage is reached. The Lands Department comes into the picture and there were to have been consultations with the Commissioner of Registrar-General on Monlay last and later on, of course, there will have to be a loan, authorised by public poll. So, bdtween one thing and another, the A. C. Baths are definitely in the region of things "to be about to be." The same goes for the R.S.A. Hall. With the Town Bokrd's decision to arrange with the R.S.A. and ' othey interests for a public meeting to review the position and give a lead for the next move, it looks as if the ground will have been gone all over again. It is now a long time since the funds for the memorial hall were raised. In the interim, costs have risen steeply. What was possible to be done with the money then, will not be possible now, or anything like it, even with the Government subsidy added if the funds are left as at present — vested in the Town

Board as trustee, a condition of the subsidy. ' It is a sticky problem. It might be solved' by a community effort involving .further contributions, and "woi'king bees" to keep down costs. What man has done, man can do, Look at the Bowling Clubs pavilion and green!
