London, November 7 At a dinner of the Scottish Clans Association, London, Admiral Sir Percy Scott reaffirmed the navy’s unprecedented efficiency from the standpoint of organisation, training and preparation for war, but remarked that reforms for securing this efficiency had not been introduced without a certain amount of obstruction, friction and jealousy being manifested.
