. London, September 30. Mr Balfour, in a letter to Mr p. Stanier, M.P., Sarop, Newport, mentioned that the Radical speakers declare that if the Tariff Reform is established there will be no more old age pensions ; he also reports that when the elections come the Radicals will spread this statement outside Post Offices where pensions are paid. He denounces the unscrupulous, degraded methods recalling campaign mendacity in connection with Cbfafse Labour in the Transvaal. Mr Bllfour feels confident that Radical leaders will discourage a system of lying which \ must harm the cause of free institutions.
