Lord Roseberry

London, September 12. Earl Roseberry had resigned the presidency of the Liberal League before his Glasgow speech. Mr Asquith, Sir Edward Grey and Mr Haldane were among those present. Radical and provincial newspapers bitterly criticise the complaint of the speech. The Sheffield Telegraph suggests that Lord Roseberry came down from the Olympic heights to fight the Budget. The Birmingham Post says that the statement will do much to cause the silent voter to think hard. [*• The Pall Mall Gazette states that the City opinion is almost unanimous that Lord Roseberry squashed the Budget, and .that his speech is bound -to have a tremendous effect in Scotland.
