London, August 70* Colonel Foxton (Australia’s Defence Delegate) hopes to visit Osborne and Dartmouth, the naval cadet establish" ments, with the view of proposing similar establishments in Australia. He states that though the Commonwealth is in possession of her righta under the naval agreement of 1903 to send cadets to England, there may be difficulties, especially during a long vacation in the case of youths without friends. Colonel Foxton considers a naval college should be within the reach of all the States, and that it would attract youths into at an early age.
