In the House of Commons to-night Mr Asquith carried amendments to rules of procedure relating to the Deputy Chairman of Councils, giving him power to accept the closure with a view to quickening the progress oi the Finance Bill; also a clause giving the chairman, when no closure is demanded, deciding power in respect to amendments to bo decided upon. Mr Balfour strongiy protested that this meant putting the House temporarily under martial law.
