American Budget Proposal

New Yoek, June 13. The Secretary to the Treasury has proposed to introduce in December all departmental appropriations!in a single budget. Hithecto individual heads ot the various departments have been responsible for the intioduction -of their financial proposals. This haphazard method resulted in the deficiencies ot from four to five millions sterling a year. The Democrats in Congress strongly oppose the clauses in the Tariff Bill proposing free trade be ween the United States and the Philippines.
