Opening of Parliament.
SPEECH FROM THE THRONE. London, February 16. The King attended and opened Parliament in state to-day. In a speech from the Throne His Majesty announced that owing to the adoption of Old Age Pensions and the increase Jin naval expenditure, there would be an excess of expenditure during the coming year., This would occupy the serious attention of Parliament and allows less time than usual for Legislative measures. Bills promised include the Irish Land, Welsh Disestablishment and Disendowment Bills, brought over from last year by measures providing for the better organisation of the labour market by co-ordinated exchanges, regulating the milk supply, regulating hours of work in shops, preventing sweating, amendment of law dealing with inebriants, and the Old Age Pensions Act Amendment Bill.
