Petitioners deny Viscount Morleys dictum that the population statistics are the main factor in determining representation under the new scheme of reform, and urge that Mohammedans present many powerful claims for exceptional ytreatment. The India office denies Ashutoth Makarji, a Brahmin and judge of the High Court at Calcutta, has been appointed as first native member of the Indian Executive Council, San Francisco.
