CHEAPEE CABLEGRAMS,

London, February 2. The London Chamber of Commerce has drafted resolutions for. the forthcoming Congress, advocating the extension of trade reciprocity between Great Britain and tbe Colonies, and co-operation for keeping British emigrants under the flag. It is also suggested that heads of the Postal Departments in the Empire should confer with a view to devising a schome of cheaper cablegrams.
