«♦ UNDER NEW CONSTITUTION. Constantinople, December 1. The first election of the popular assembly for the Government of the Turkish Empire, under the constitution recently granted by the Sultan, is now proceeding. A feature of the election is that Armenians and Jews are voting solidly with the Turks throughout' Constantinople. The Greeks,, resident in Turkey are alone dissatisfied, and they allege that irregularities have occurred during the polling In Jerusalem polling has proceeded quietly, without any racial disturbance.
