The Casablanca Incident.

Berlin, November 10. The report of the French Commissary of Police ut Casablanca has been submitted to Berlin. It i» recognised as putting a new complexion on the case. A semi-official statement in Berlin is to the effect that owing to important discrepancies between the French and Germans, reports of actual facts need fresh investigation on the part of the respective authorities or an arbitration tribunal.

The “ Cologne Gazette ” assumes that Germany is unable to adhere to its recent standpoints and will consent to refer the whole question including facts to tho arbitration.
