Berlin, November 1. After the publication of an official explanation the Kaiser motored to Prince Buelow’s palace and remained there for two and a-half hours. The manuscript of the article passed various secretaries and heads of departments, none of whom realised its importance, apparently because it consisted of small flimsies in difficult handwriting. The Foreign Office is under the impression that the publication of the document has been decided upon to merely confirm the historical accuracy of facts. It is considered probable that Mr Sidney Whitman, the writer of Prince Buelow’s recent reply to the *• Quarterly Review ” articles, published by the “ Standard,” is the author of the interview. The official explanation has caused increased excitement and irritation in Germany- Its apparent purpose is to shift the responsibility from the Kaiser since it contains an emphatic denial that the Kaiser was following his own initiative in politics without he knowledge of his responsible advisers.
