London, September 1. The Times’ Tangier correspondent states that on Monday Germany had taken a most regrettable step. Dr. Yaseel, the German Consul, whose preparations had been conducted with the greatest secrecy, and his departun carefully concealed from the other European representatives by th< German Legation, left Tangier foi Eez, presumably in order to resum* his post at.the court of Mulai Hafid, who the Powers have not yet recognised. The aim is clear that Ger many desires to be considered by Mulai Hafid tribes as the first Power recognising Mulai Hafid. Prince von Buelow at the same time doubtless desires Germany to be the sole Power, having a confidential adviser on Mulai Hafid’s side It is very much doubted whether the prrctical benefit which will accrue from stealing a march will be worth very much, and very adverse criticism to meet with Europe, German officials’ version is that Yassel was sent at the request of German claimants to settle outstanding claims, and the journey has no political object, and can only end in his return. But this juncture will not fail to have a political effect in Morocco, whatevei Germany’s intentions.
