" Constantinople, July 26. An irade has been issued at Constantinople granting amnesty to political prisoners, and abolishing censorship and secret police. Promulgation of new constitution, has relieved the tension, but people are apathetic and there are manifestations of public satisfaction. The changes at Constantinople have left British influenee in the ascendant.
