In the House of Commons, Winston Churchill introduced the Transvaal Guarantee Loan Bill. In the House of Lords, Lord Roseberry declared his intention to vote against the Scottish Small Landowners Bill, also objecting to the introduction of poisonous bacillus of the Irish Agrarian system. Balfour, of Burleigh, moved an amendment equivilent to rejecting the Bill.
