MUNICIPAL CORPORATIONS AMENDMENT.

We note that the energetic Mr Ell is to the fore with a. proposed amendment to the Municipal Corporations Act _of 1900, which has perhaps an outside chance of being agreed to. The proposals are as to the taking of polls and read as under: Till© Council of a borough may submit to a poll of the elector's of such borough a proposal on any matter or question affecting the interests of the borough and upon which the Council may deem it desirable to ascertain, the opinion of the electors. The Council of a borough shall take a poll within thirty days after the presentation to such Council of a request in writing, signed by not less than fifteen per centum of the electors of such borough, demanding that a poll be taken upon a, proposal set forth in such request.
