FRENCH PROPOSAL CARRIED. (By • Telegraph—'Press Association.) THE HAGUE, Yesterday. At the Peace Convention America, Britain and Japan are supporting France’s proposal enjoiningan explicit ultimatum or formal declaration of , war before the opening of hostilities, and also the prompt notification of neutral Powers. A Dutch amendment prescribing an interval of 24 hours between the declaration of war and the commencement of hostilities was defeated in committee by 16 votes to 14, with five abstentions [ France’s proposals were accepted by a majority of two votes against two abstentions. *
