' A JAPANESE PROPOSAL.. (By Telegraph— Precss Association.) THE HAGUE, Yesterday. At the Peace Convention Japan proposed to prohibit vessels bound to the scene of hostilities from victualling or coaling at neutral ports. Britain supported the proposal, and Russia and France opposed it.
