I SYDNEY, YesterdayMr Carruthers, commenting on Lord Elgin’s despatch contends that he several important matters before he conference are more of State inirest than Federal, notably the ■migration and Reservation Bills hr royal assent, about which the Imperial Government is about to Igislate. The States also had enorlous, financial dealings with the fcntre of the Empire and their Inances would for a very long time, |e more of the nature of imperial ■uestions than those of the Commonwealth, yet the States were not inBted to participate in the Conference.
