Reduction of Armaments.

BRITAIN WILLING. (By Telegraph—Press Association.) LONDON, Yesterday. Lord Tweedmouth, speaking at Oxford, said the Government intended to frankly assure the Hague Conference of its desire to reduce armaments though it was determined to man tain the two power naval standard. If the powers refused to entertain reduction they must accept all responsibility. LIMITATION OF ARMAMENTS DECLARED IMPOSSIBLE. The Russian official organ’s policy is hostile to the Bannerman limitation of armaments proposal. The Bourse Gazette and other unofficial newspapers emphasize that it is < impossible for European states to limit armaments while Germany pursues her chauvinistic policy.
