Sir Campbell-Bannerman and Armament Limitation.
“ LE TEMPS ” SAYS UNIVERSAL PEACE IS IMPOSSIBLE. (By Telegraph!—Press Association.) i, PARIS, Yesterday. . “Le Temps ” asked what rig had Sir H. C.-Bannerman to affirm that it was possible, in 1899 or now, to arrange for the limitation of air maments. Since 1899 we have seen the Transvaal and Russo-Japanese wars and the Moroccan crisis. Compare the ideal with the stern reality and you will measure the impudent confidence byj which* a responsible head of the British Government has been carried away. It would be jteser to recognise that the Hague Conference should be the work of Crists able to codify the laws of war, and not to estbalish universal peace, to expect which would be to create illusions doomed to grievous -disappointment. German newspapers comment the Bannennan article in a suspicious and hostile tone.
