For many months past Russia has been on the verge of revolution, and now that peace has been established without, the internal troubles make themselves more manifest. During the war, in order to keep the people quiet, the Czar, in constaut dread of an uprising, allowed more than the usual liberty, but in spite of this the growing inclination of the people to air their.discontent regardless of the brutality of Cossacks or 'police, has now p'aced matters on a very serious footing. There seems only to be one course open to tlm Czar, and that is to consider the peoples’ demands, sand at the same time make a hold bid to regenerate Russia by making' every endeavour to rebuild her power on a newer and finder basis. Corruption and inefficiency, those two ugly companions of Russian officialdom, must be dealt with by no flinching hand, and indeed, were these crushed by the same merciless treatment which the innocent peasants receive, then improvement in the administration of the country’s affairs would be rapid and satisfactory. Tie inevitable crisis is drawing gradually nearer, when the Czar will find himself face to face with the unpalatable task of h i ally choosing between the gloomy path of autocracy and oppression, and the brighter path of representative government. Martial Jaw is about to be proclaimed throughout the-Em-pire, with the object of suppressing any further risings of the people, but this class of suppressive rule can b & of no lasting benefit, although con ti" tied and more organised resistance and opposition by the people may eventually bring the Czar to realise that drastic departmental changes »nd the granting of the pooplo’s demands for representative government will be the only means of securing internal tranquility.
