ANOTHER JAPANESE SUCCESS. London, August 2. The Japanese, on the 28th July, defeated the Russians south of Reikor, Saghalien, and occupied Palco, after hand to hand fighting. Russians, numbering 1000, retiring southward. General Haragchi proclaimed military administration over the whole island from the 30th. 1 General Linevitch has«informed the Czar that it is untrue the army is dangerously situated. Its flanks were never turned. Two armies are facing the Japanese at some distance from the principal Russian position. All attempts to approach nearer have been unsuccessful. The morale of the Russians inspires me with complete confidence in the army being ready for any task.
