Zemstov’s Congress
[By Telegraph—Press Association] St Petersburg, July 21. The Zomstov’s Congress discussed the constitution elaborated by the Lxecutive. Many complaints of omission as to adequate proportionate representation, also omission of female suffrage. The Bill was read a first time by 220 to 7. The Congress rejected the proposal to transmit a scheme to the Czar. Prince Eostkoski left the Hall complaining of direct incitements to revolution. Loigorouki Petruakivitch said ho was only echoing what marshals and nobility recently stated. A storm of cheers greeted Petruakevitck’s declaration that all hope of reform from above has vanished. A revolution is evitable, if possible, without bloodshod, Congress has resolved cm active propaganda for the people. High aud low, ueuouaced the aclministra'ion as an outrage against the lives and liberties of the people,
