Clemenceait, writing in the' “ Aurore ” condemned Germany’s course of unprovoked insults, and advised the French to remember that the Kaiser, instead of obtaining recognition of his rights in Morocco by -■ diplomatic means, preferred to brandish theatrically his long sword when Russia’s collapse seemed to give his gesture formidable significance.
