PEACE NEGOTIATIONS.
JAPAN SAYS RUSSIA MUST TAKE INITIATIVE.
London, July 3. Russia was informed by China that Japan’s resources were exhausted before setting foot on Russian territory. She therefore prompted Roosevelt’s proposal, which Russia accepted out of courtesy to America. The Times’ St Petersburg correspondent states that Russia appealed to President Roosevelt to arrange an armistice. Japan declined unless Russia asked Japan direct.
