The Opposition Policy.
The following is a summary of the Opposition policy as outlined by Mr Massey, Leader of the (>pp isition, at his Christchurch meeting:— 1. Clean finance. (a) By the restoration of the powers of the Auditor-General. (b) By the repeal of the Public Revenues Act. (c) By the establishment of a sinking fund for all loans. 1 (d) By economical administration 1 and a reduction of borrowing. 2. Legislative Council reform. 3. The appointment of a Public Board. (a) To reorganise the existing service, and do justice to civil servants.
(b) To see that all appointments are made as the result of merit. (c) To provide superannuation for all civil servants, including public school teachers. 4. Local Government reform. (a) By the maintenance of all arterial roads by the Public Works Department; (b) By a system of graduated subsidies. (c) By local government reform and the removal of the dual system of Road Boards and County Councils. 5. A reformed land policy", providing for (a) The right of Crown tenants to secure the freehold. (b) The supervision of Parliament of the compulsory acquirement of large estates. (c) The application of, the homestead system. (d) Security of tenure to Crown tenants. 6. The independence of the magistrates of the colony. 7. The settlement of the Native land question, and the development, for the benefit of the Native race and the colony, of the locked-up lands of the North.
